New Mexico has a complex gambling past. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to get on the American Indian casino craze. Politics assured that would not be the situation.
The New Mexico governor Bruce King appointed a task force in 1990 to create a compact with New Mexico Amerindian tribes. When the task force arrived at an accord with two prominent local bands a year later, Governor King declined to sign the bargain. He would hold up a deal until 1994.
When a new governor took over in Nineteen Ninety Five, it appeared that Native wagering in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the American Indian bands, anti-gambling groups were able to hold the contract up in courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the compact, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It required the Compact Negotiation Act, passed by the New Mexico house, to get the process moving on a full compact between the State of New Mexico and its Native bands. A decade had been lost for gaming in New Mexico, which includes Native casino Bingo.
The nonprofit Bingo business has grown from 1999. That year, New Mexico not for profit game owners acquired just $3,048. This number grew to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Not for profit Bingo revenues have increased constantly since then. 2005 saw the biggest year, with $1,233,289 earned by the owners.
Bingo is apparently popular in New Mexico. All sorts of providers try for a bit of the action. With hope, the politicians are through batting over gaming as a hot button factor like they did back in the 1990’s. That is without doubt wishful thinking.
